Why does the government give our money away?

Who gives the Government the right to give our money away to the likes of Pakistan, India, Afganistan, Greece and numerous African countries? Why is the Government borrowing money to give it away and then cutting expenditure in this country resulting in cutting services, sick and cancer patients being refused treatment, educational cuts, pensions being cut and people loosing their jobs(including myself)? I could understand it if we were all flush with cash. Is this what we voted for and who sends us money for care of elderly and help children living in poverty (no one I am aware of!)? Surely we should look after our own residents who are paying the taxes first? They talk about cuts to make saving which in comparison to what we give away it is small change. Anyone know why they do it?
