Private pension funds?

My husband took out a private pension in early 1990s. He specially got it as he was told he could get the funds when he turned 50. He has just spoken to the pension company who now said he can't get until 55. He was never informed of the changes or updates on pension. System has wrong address but have letters to prove change. Can he do anything, as money is badly needed?
