Can social services put my nana in a care home?

my Nana has been ill for sometime now and she is currently in hospital. she gets confused about everything and forgets most things. my uncle who she has been living with wants her to move back in with him but he only wants her there because he likes the attention of telling people that he is looking after his mam plus he gets to take her pension each week. my aunt wants her to move in with her but she is only interested in the money and last time she lived with her she was overdosing her on her tablets. none of the family are capable of looking after her and my nana does not want to go into a care home but the nurses at the hospital have agreed with me that a home is the best place for her. could social services make the decision and put her in a home without my aunt and uncle agreeing to it?
